Tattoo Art - Artistic Expression Or Mutilation?

Who doesn't have a tattoo or ten these days? When do tattoos become individual artistic expressions, and when do they become mutilation of the person wearing them? I can't pretend to know. I do not have any myself. I'm not against them. They've been a mainstay of human societies back to the dawn of man.
